10.1 What service is for

10.1.1 Mozi spent his life travelling between states, talking Chu out of attacking Song, defending walled cities and protecting the weak. 墨门 / The Mohist Community carries that tradition on in three forms: the 非攻 Corps, the 兼士 service year, and local service days.

10.1.2 Service is not a condition of membership and is not counted toward any quota. It is how a Mohist turns "promoting the benefit of all" into something you can do with your hands.

10.1.3 Every act of service must pass the Three Tests (chapter 1): there is precedent for it, its effect can be seen, and it genuinely benefits the people helped and those around them.

10.2 The 非攻 Corps

10.2.1 The 非攻 Corps is a body of trained volunteers organized by each region (墨区). Its work is limited to three kinds. Mediation: acting as a neutral third party in disputes between neighbours, communities or groups. Disaster and refugee support: providing shelter, food, information and company after a disaster and when displaced people arrive. Protective aid: accompanying people under threat, keeping watch over vulnerable places, and helping people report to the police or reach medical care.

10.2.2 The Corps never takes offensive action, never carries or uses arms, and never acts alongside any armed group. Mozi defended cities; he did not attack them. That line does not move.

10.2.3 Corps members on deployment represent no party, state or religion and make no political statements.

10.2.4 Any Mohist aged eighteen or over, a member for at least one year, who has completed the relevant training track may apply to join the Corps. Applications are reviewed by the region.

10.3 Training tracks

10.3.1 The Corps has three training tracks. Each is completed separately, and completion is entered in the member's 职 history by the region (chapter 13):

1. Mediation: at least twenty hours of training in listening, restating, non-violent communication, the use of the debate rules of the Xiaoqu (小取) in mediation, and at least two supervised sessions alongside an experienced mediator.
2. Disaster and refugee: a first-aid certificate obtained under local law, at least sixteen hours of disaster-response training, and an introduction to the local rescue and refugee agencies.
3. Protective: at least sixteen hours covering risk assessment, de-escalation, recording and reporting procedures, and the relevant local law.

10.3.2 Training is arranged by the region and may be delivered with qualified outside bodies. Costs are paid from the region's sub-account of the 兼爱基金 (chapter 9).

10.3.3 Each track is refreshed every three years.

10.4 Deployment

10.4.1 Every deployment of the Corps is approved by the region. A chapter (墨社) may not deploy Corps members on its own. Deployment across regions is approved by the 墨门理事会 (the Council).

10.4.2 Before approving, the region must confirm that the task falls within one of the three kinds in 10.2.1; that there is no risk of arms or offensive action; that the people helped or the local agency have agreed to receive help; and that members' personal safety can realistically be protected.

10.4.3 Each deployment has a named lead who reports to the region daily. A written summary is filed with the region within fourteen days of the deployment ending.

10.4.4 A Corps member may withdraw from a deployment at any time without giving a reason and without any effect on their standing in the Corps.

10.5 The 兼士 service year

10.5.1 兼士 is the Community's service year. Mohists aged eighteen to thirty, and retired Mohists, may apply for six to twelve months of full-time service.

10.5.2 A 兼士 receives a stipend from the 兼爱基金 set at the 节用 standard (9.5.1 and chapter 12): enough for simple food, lodging and transport, and no more.

10.5.3 A 兼士 is placed with a chapter or with a partner non-governmental organization. The region decides the placement, taking the applicant's skills and wishes into account. No one is placed with a chapter or organization led by a member of their own family.

10.5.4 Each week the 兼士 sends a short written report to the region's 兼士 coordinator: what they did, what they learned, what was hard. The report belongs to the 兼士 and is used only within the region.

10.5.5 At the end of the year the 兼士 gives a talk at the 兼爱大会 (the assembly), or records one beforehand, about their service year. This is the only public obligation of a 兼士.

10.5.6 A 兼士 may end the year early. The stipend is paid for time actually served. Ending early is not a ground for discipline and is not recorded negatively.

10.5.7 Completing a service year gives no priority in any later 职. The service is its own return.

10.6 Local service days

10.6.1 Each chapter holds at least one local service day every quarter, open to its members and to anyone who wishes to come. The chapter council chooses the work: cleaning a public place, visiting people who live alone, repairs, teaching, collecting supplies, or any project run with a local organization.

10.6.2 A service day needs no regional approval, but it must pass the Three Tests and follow the partnership rules in 10.7.

10.6.3 There is no preaching on a service day. Mohists may answer questions about the Community while they work, but do not raise the subject or hand out material.

10.7 Working with other organizations

10.7.1 The Community may work with any organization — religious bodies, government agencies, businesses and other NGOs included — as long as the project itself passes the Three Tests. The partner's beliefs or positions are not an obstacle.

10.7.2 The Community takes no part in any political campaign, works with no party or candidate, and does not support or oppose any bill in its own name, even one whose content matches the Community's views. Individual Mohists remain entirely free to act politically as individuals (chapter 12).

10.7.3 Partnerships are set down in writing, stating each side's responsibilities, cost-sharing and duration. A chapter-level partnership is signed by the chapter council; one involving the region's fund sub-account or the 非攻 Corps is signed by the region; a long-term partnership in the Community's name is signed by the Council.

10.7.4 The Community does not accept these conditions from any partner: that Mohists attend religious ceremonies; that membership lists be shared; that the Community take a position on any political question.

10.7.5 Personal data of people helped in a joint project is handled by the partner under its own rules. The Community keeps no separate copy unless the law requires it.
